The FBI, DHS, Border 911, and CIA report that several foreign terrorist groups are now in the U. S. due POTUS Joe Biden's open border policy.  A reported primary objective of these teams is destruction of the U. S.  Terrorist groups will seldom negotiate or compromise. A good example is the Sunni Islamic Wahhabi sect dedicated to elimination or forced conversion of all non-Wahhabi, worldwide. From early youth, Wahhabi are indoctrinated to believe this goal must be achieved so their 12th Imam, the Mahdi, may return and rule over all nations & peoples under the Flag-of-Islam. Current operations of said terrorists are on actions that attract far less attention than bombings or skyjacking commercial aircraft to fly them into buildings as was done on 9/11. Arson fires and promotion of social chaos appears to be an immediate focus for most of these terrorists.  Organized Chinese Communist Party (CCP) Special Ops Teams have been seen in several states. These teams are reported to have 12 military-aged Chinese males "proven" to be well trained in terrorist tactics. The CCP has a confirmed goal of helping the PRC (China) attain control of all nations.  The terrorist threat is real and a justification for NPI's counterterrorism efforts as herein stated in a condensed form.
 
As a result of the above concern and because NPI's staff members/ project participants have been attacked by a wide assortment of armed terrorists, NPI is supporting a series of counterterrorism measures. In addition to the efforts already indicated, NPI has written & published an advanced manual on counterterrorism tactics. This manual is not posted here and is only provided to U. S. law enforcement entities to keep terrorists from discovering these new tactics to defeat them.
