
CIVIC ACTION
For Counter-Terrorism
Tribal and remote rural populations of many developing nations are socially, economically, and politically isolated from the nations where they reside. Often, they become targets of armed attacks by terrorist or drug trafficking groups seeking to exploit these populations and/or gain control of areas of a target nation they seek to control.
Law enforcement, military units, and NGOs seeking to assist these populations must gain rapport and cooperation by those they seek to assist. Civic Action (assistance projects) for such peoples are a proven means of achieving said goals to get those being attacked.
Proven civic action projects are listed below:
☐ Determine population wants & needs and assist in meeting those.
☐ Help to provide security fences for villages being attacked and create warning systems to alert populations to prepare for a pending attack.
☐ As needed, construct pit privies and teach the need for such sanitation.
☐ Assist in establishment of fresh, potable water systems for villages and populated areas.
☐ Construct safety shelters to keep people safe during armed attacks.
☐ Improve agriculture production and food security.
☐ Use medics or others skilled for weekly sick calls to treat those who are ill or having health issues.
☐ Start cottage industries populations are known to be interested in.
☐ Provide safety, survival, and evasion training if there are threats of any terrorist kidnappings.
☐ Help to establish concealment means for population valuables.
☐ Facilitate local barter trade to assist people meet basic needs.
☐ Use entrepreneurship training and financial support to help any interested persons achieve viable self-employment.
☐ Provide feasible awards for those assisting any project goal(s).
