AFTER-ACTION REPORTS

   Most terrorists and their terrorist organizations are dedicated and determined, with great patience, to take as the time needed to carefully plan, prepare, and rehearse horrific terrorist attacks, The general exception is for targets of obvious ad hoc opportunities such as starting several arson fires in a dry forest during a high wind, poisoning of a water drinking supply, or wide scattering of varied biological agents to kill crops and/or livestock.  To help prepare to defend against anticipated terrorist attacks, After-Action Reports on prior terrorist attacks can be most helpful. During my global work in counterterrorism, I have experienced an array of different types of terrorist attacks I am reporting here as examples of such After-Action Reports. To wit: 

    Communist Viet terrorists, known as the Viet Cong, would observe and take photos of selected attack targets, typically defended villages or bases for SVN security forces. In most cases, they would send their intel agents to enter the targets to closely observe security measures. These controlled agents were often traveling vendors, hookers, or persons with an excuse to enter facilities of planned targets. After all possible intel was collected, more attack planning and drills for attacks would take place. Actual attacks would typically be after midnight starting with snipers killing guards by knowing their usual stations.  

   The security fences would then be cut with assorted cutting tools or blown open with explosives. This would allow 20 or more terrorists armed with usual type military weapons and explosives to quickly enter a target defended village or SVN (S. Vietnam) military or security force base. Terrorists would then proceed to kill, kidnap, loot, and destroy pre-selected targets with best explosive means and/or arson fires. Another 20 or more terrorists would have been deployed in well prepared ambush position on a route any relief forces would be most likely to take.  In many areas of the world, terrorists attack by similar means. 

   Unusual and innovative terrorist attacks are always possible such as the act, by 9/11 Islamic Wahhabi jihadists, capturing & using commercial planes to cause horrific damage by taking down the twin-towers in New York City & destruction of a section of the Pentagon killing nearly 3,000 Americans all total. In the U. S., a home-grown terrorist, Timothy McVeigh, used a rental truck loaded w/ a massive ammonium nitrate-diesel fuel bomb to destroy a large section of the Murrah Federal Building, in Oklahoma City. This bombing killed 168 people. This bomb was made with the help of neo-Nazis (more about them below). The lesson is that terrorist attacks may come in any form by persons not suspected.

   In 2010, the neo-Nazi, from their fortified 400-acre Elohim City compound in Adair County, Oklahoma, were attacking political refugees in attempts to force them to return to their home nations. First attacks were against many Hmong political refugee families, from Laos. My charity, NPI, had assisted them to start small farms in NE Oklahoma and NW Arkansas. The neo-Nazi terrorists were attacking at night using arson fires to burn homes, barns, poultry houses, farm machinery, feed, and hay on these Hmong. There was one single daylight attack on one Hmong farm when the Hmong owner-operator family had to watch 12 neo-Nazis with semi-automatic rifles fire over 400 rounds in all the farm’s structures, farm machinery, and their home.  The local Sheriff would not soon respond to a call for help, and we later discovered he was being paid by the wealthy illegal drug-selling neo-Nazis for protection. 

   While the above events were taking place, the neo-Nazis in N. Carolina started similar attacks against Dega political refugee from Vietnam. NPI was also assisting these refugees start small farms in N. Carolina. Action was taken by U. S. Army Special Forces, who had been assisted by the Dega during the Vietnam War. A group of Special Forces, wearing combat gear and holding weapons, invaded a neo-Nazi meeting to advise the neo-Nazis that the Dega were under their protection, and told the neo-Nazis they would all be killed  if they attacked yet another Dega farm. Thus, the neo-Nazi terrorist attacks on the Dega ended that day. 

   At the time of the above incidents, NPI had a 50-acre research & training farm, about 45 miles from the neo-Nazi's Elohim City, where we were then training Hmong and Dega refugees in modern farming practices and helping them acquire and start their small farms. The neo-Nazi demanded that NPI force these political refugees to return to their home nations, Laos & Vietnam. We ignored this demand to soon be punished by the neo-Nazis for doing so. The neo-Nazis put NPI’s said farm under constant observation. On a night they observed NPI’s entire staff was absent they quickly organized a midnight terrorist attack. The neo-Nazis came with a portable torch to cut locks, chains, and hinges to facilitate entry & destruction. After the attack, local law enforcement estimated there were not less than 15 neo-Nazis on this attack, probably all armed. It was also obvious they seemingly had 7 or 8 trucks to totally remove NPI’s office records, office equipment, tools, supplies, farm equipment, & assorted agricultural training models. NPI’s armed guard was sound asleep during this entire attack and it was believed the neo-Nazis were prepared to neutralize him if need be. It is very certain that the neo-Nazis had transported all that was stolen to Elohim City.  

   Law enforcement to include the FBI would not go there to find out if what had been taken was there. An FBI agent, Dion F., told me Elohim City was off- limits due to being a strongly fortified compound with concrete bunkers and the resident Aryian Army plus the neo-Nazis all with families to include many children. Dion said the FBI was fearful of having another Branch Davidian-type disaster when a recent FBI raid on their Texas compound killed 28 children. With no hope of protection from more neo-Nazi attacks NPI elected to move its operations elsewhere rather than have armed conflict with the neo-Nazis. 

    Governments often seek to avoid “loss-of-face" by admission of terrorist activity in their nation. The POTUS Biden administration told Americans that our borders were secured, and we had no terrorists coming into the U. S.  At this time, NPI’s CFO, Renee, and myself met and talked with a CCP (Chinese) Special Ops Team while they were taking a break at a NM truck stop. Each of the 12 Chinese military-aged males had a nearly new Harly motorcycle, Kevlar bulletproof vest, personal weapon, and large brass badge w/ Chinese writing. The CCP team leader said they had diplomatic passports and visas to tour the U. S.  I have witnesses such CCP teams operate in developing nations where they conducted terrorist attacks & directed social chaos operations as the means to force the targeted nation to convert to communism.   

   A CCP team was seen in the area where the Smokehouse Creek fire started in Texas, in 2024.  This fire killed two people and burned nearly 1.2 million acres along with burning over 500 structures, vehicles, farm machinery, feed, hay, fences, and over 10,000 livestock burned alive. This is the type of horrific result that CCP terrorists seek. Evidence we have indicates one such CCP team used a cable and 1 or 2 motorcycles to partly pull over a pole on an electric line along a pasture with dry grass, along a remote country road, during a high wind. It is believed, they departed the area to help avoid discovery of their terrorist act, allowing gravity and wind to bring this pole fully down so the electric line would spark to start a grass fire.  In brief, we do not always know a horrific harm was caused by terrorists. Our investigative means need improvements. 

    Terrorists typically seek safe bases from which to operate. In the U. S., CCP team managers, usually often Chinese women, are “sheep-dipped” in Mexico to come to the U. S. and buy small farms in alias (false names) with cash. I had long conversations with such a Chinese lady with good English having a very slight Chinese accent.  She said her name was Irene Gracia and indicated she had just acquired desert land in California and needed my IP (intellectual property) on how to grow crops on desert land.  I engaged Irene in some lengthy conversations about desert farms and told her the PRC (China) was doing some of the best desert farming research at its National Academy of Sciences, in Wuhan.  She made the mistake of telling me all about this PRC research, something a Latin lady had no reason to know.  Knowing the CCP’s desire for its terrorist teams to operate from safe bases, I have assumed Irene probably created one such base. 

The FBI, DHS, Border 911, & CIA have all recently warned of pending foreign terrorist attacks in the U. S.  We do have several soft targets and attacks may have started as fully indicated by suspicious recent fires and explosions on over 200 farms as well as on several food processing plants. The CCP likes to use creation of food insecurity as one means of creating social chaos. We have allowed PRC to buy large areas of farmland and a food processing plant in the U. S. One of my Chinese sources tells me CCP teams are planning a horrific series of terrorist attacks several weeks before our 2026 mid-term elections to fully embarrass POTUS Trump to get enough communist Dems elected to control our U. S. Congress.  It seems they believe such a Congress will give the PRC what it wants to benefit the PRC. Ironically, our counterterrorism budget and staffs have been dramatically cut in the apparent belief that rapid deportation of illegal migrants will soon remove foreign terrorists from our nation. This event does not seem likely with many terrorists protected in sanctuary cities along with illegal migrants they are sheltering. Moreover, it is probable the CCP terrorists are in hiding on safe base farms.

    All the above is to encourage making and use of After-Action Reports to gain a better understanding of how terrorist groups are operating along with a full discovery of the objectives they seek. For starters, we already know the PRC and Islamic Wahhabi jihadists seek to take control of the U. S.  Iran and North Korea simply want to destroy us.  Our enemies are willing to use terror tactics to help accomplish their goal. We have a proxy war with Russia via the conflict in Ukraine. The Mexican cartels are assisting the PRC’s terrorist's effort by bringing the horrific illegal drug fentanyl into our nation to kill thousands of our youth who experiment with drugs. We have many conflicts to win as a matter of national survival.    

    Our allies are not giving us much help in solving the above problems because they are dealing with similar problems.  Israel is having the greatest battles with terrorism seeking to defeat three major terrorist organizations Iran has created and is supporting. These terrorists are using explosive drones, missiles, & hypersonic missiles to attack. God help us!!!!
